The old version string docs have been retained just in case someone needs to work on a Rust toolchain with the old format.

The Rust team has updated the Rust package version string format after consulting with more experienced distro maintainers.
The old version string docs have been retained just in case someone needs to work on a Rust toolchain with the old format.
