documentation update

• I'm interested in how I can add/remove/update (or even "sync") alarms from the command line, but I don't know where to find the documentation
• all the links in the README are broken, except the last (launchpad)... which might be better labeled as the former project page?
• I notice there is an "alarm" uri scheme registered, but it is unclear (from just poking around) how that might be useful.

For the README we can change the code but for the rest of the list i think the best solution is to add a core app section in the ubports documentation site and add documentation for the clock app there.

@dark-eye Is the documentation ultimately going to be translated?
If it is in OK shape after this, that is a good starting point for further improvement.

Hey @comradekingu I`m kinda the wrong person to ask about this as the documentation of the parts in your issue above are more of ubuntu toolkit question which is a different project.
Pepole in the telegram group will probably know if ubports documentation be translated.
