What changed?
I've introduced emitting metrics in history service handler so that we have one place that ensures logs and emits metrics for consumers.
These metrics are now emitted only during ConflictResolution and ContinueAsNew operations.

Why?
Customers require a clear signal on the size and count of histories and a clear pointer to specific workflows that are getting close to breaching the limit.

How did you test it?
Unit tests.
