cmd: unify CLI alerts

We have more and more CLI alerts:

• update prompts
• version incompatibilities

These are printed ad-hoc at the top of the output of every CLI command run. We should:

• unify how they are generated
• have a way to disable them
• unify how they are displayed (maybe in a box a la boxen)
