Voting: determ the result of a ballot, based on the type of majority

This majority should be revisioned in the Statutes:

Two-Thirds Majority - The proposal which obtains two-thirds (2/3) + one (1) vote of the votes cast wins.

It’s a weighted vote, so (especially for secret sessions) you can’t count how many people voted for a specific option (only the sum of their weights); hence, you can’t determine the “+ one (1)” that the majority mentions.

In the meantime, in the app, we used a simpler "> 2/3" rule.
