Bump uap-python-builtins as it's 8 months out of date

Right now the uap-core regexes appear to be 8 months out of date for uap-python-builtins.

It looks like there are pre-releases pushed to PyPi, but nothing has been fully published recently.

Tldr: unless and until -core says they won’t cut releases anymore I will not do that over their head, but that is why I set up pre-releases on a monthly basis.

1.0 also made it significantly easier to load rules files programmatically, whether regexes.yaml directly or (if you dont’ want to install pyyaml) a json version thereof.
