Improve usage of dashboard with keyboard only (accessibility)

Description

So I installed uBlock Origin on a new PC without a mouse. Tried configuring uBlock Origin, and found out that the settings page is not keyboard-friendly:

• Checkboxes don't show any indication that they are focused, even though they are, and with some guessing they can be toggled.
• The upper bar is not focusable at all, i.e. it's not possible to get there with the tab key.

Steps to Reproduce

1. Open settings.
2. Click on tab multiple times.
3. Observe the poor user experience.

Expected behavior:

Clicking on tab navigates through all UI elements with a clear indicator of focus.

Actual behavior:

Clicking on tab skips UI elements, such as the nav bar, and has no clear indicator of focus for checkboxes.

I'd like to add that most text fields leave the user unable to exit with only the keyboard, as they either consume the TAB input to indent or to comment out a line (for text input within "My filters"). This does not occur however for the text field box under the "Import..." dropdown in the "Filter lists" tab.
