Universe package search should prioritize exact matches

The exact match for the package "touying" is only shown further down on the page. The first results are all packages whose name start with "touying".

Expected behavior

When there is an exact package name match, that package should be shown first (unless there are name squatting concerns), especially if it is a 'Featured package' like it is the case for "touying".
