Unknown Completions: ALTER DEFAULT PRIVILEGES and GRANT ROLE

Using PostgreSQL 12.5 and Skunk 0.6.4, I get warnings about unknown completions for ALTER DEFAULT PRIVILEGES and GRANT ROLE. (Unlike #1234, these are not specific to Redshift.) I'll follow up with a PR when I get a chance.
