the build failure appears to be due to a scaladoc bug where the doc command is compiling the sdk modules with the java modules on the classpath, and having package name collisions. I think I'm going to push up a PR to address #396 and just rebase this rather than undoing some of the import changes I made.

Edit: also, this breaks bincompat hard and would fail the build because I forgot to bump the base version, but that's moot since this will be rebased anyway.

Move `Attributes` from sdk-common to core-common.
Move `Attributes` tests from sdk-common to core-common. To achieve
this, `sdk-common` now depends on `core-common % "test->test"`.
