上传补丁包 , was not registered for synchronization because synchronization is not active

1.填写好补丁描述
2.选择好文件
3.点击创建
后台log日志,
网上的解决方法：需要在service上加注解@transactional，但是我用的是war.
请问是这个问题,还是其他的什么原因呢?
