When does a design note change from proposed to accepted? #210

Every design note in docs/decisions/ still says "Status: proposed", also the ones whose decisions are built and merged (e.g. config format, plugin interface, plugin scheduling). The docs review of #206 pointed this out.

Decision needed (txoof)

When does a note change from "proposed" to "accepted"? For example:

• A: when the PR that builds it is merged (then config-format, plugin-interface, plugin-scheduling, errors-and-time-limits become "accepted" now), or
• B: all at once at the 2.0 release (M8), or
• C: drop the status line.

Then change all notes in one small PR.
