Fix CI and twilio-run build

Currently CI tests are failing and twilio-run will not build due to the following typescript error:

error TS2688: Cannot find type definition file for 'wrap-ansi'.
  The file is in the program because:
    Entry point for implicit type library 'wrap-ansi'

This error occurs because the package @types/wrap-ansi does not include an index.d.ts file. This package is no longer required as the package wrap-ansi includes typings, so I have removed the type definition stub from package.json.

Additionally I've declared wrap-ansi as a module in types.d.ts.
