Tooltips not visible in IE8 due to RGBA CSS

There is a issue related to this: #8880
A comment says it is because rgba is used for tooltip background.
But it seems #8880 didn't solve this issue.

Have you tested against the latest Bootstrap revision in git?

I use the files within /dist folder under 3.0.0-wip branch.
It shows that the bootstrap.css is updated 6 hours ago, bootstrap.js is updated 1 day ago.
