Is app.css suppose to be in 2 places in dist?

After a build I have app.css in /dist and /dist/static
They are identical. Is that intentional?

I will have to look to be sure, but I believe it's because we build the app twice ~ client & server and I haven't figured out how to only output CSS once. 😁

It appears the webpack.client.babel outputs everything to the static dir in the dist dir. Is that the intention?
