No longer support SVN; deprecate Revision-Control appliance #1603

Description

@JedMeister

With v17.0 is our sights (it'll be a while before it's released, but we hope to start development soon).

As (pretty much) everyone using revision control is using git these days (mercurial and bazaar already died, SVN is clunky old legacy centralised VCS). So producing appliances that still include SVN in this day and age seems a bit silly. But if we're only providing git, then Gitea (or one of the other appliances providing revision control) is a much better alternative to the existing revision-control appliance (which includes gitweb).

We will continue to produce the other revision appliances, but they will only include git.

(Note: whilst technically not a bug, it's tagged as such to ensure that it happens...)
