Artemis: feat: Add initial package docstring and version

Adds the standard package-level docstring providing a brief description of the LLM Benchmark package.

Also includes the __version__ attribute, initialized to "0.1.0", which is a common way to expose the package's version programmatically.

This establishes basic package metadata for the initial release.
