[git] upgrading git is not enforced

The git target depends on `git-setup`, which adds a new PPA. Which provides a new git version. The newer version of git is installed, when one of the other system packages in the git target is not yet installed. Which will force an upgrade of the git package. Though when this isn't the case, git is not upgraded.
