Quick update of database, fix of broken or outdated URLs in abricate-getdb script, and fix of the CI
Documentation updated accordingly and tests run successfully.

Updates default pre-installed repository databases:
ncbi, victors, argannot, card, resfinder, plasmidfinder, megares, vfdb
updates to latest versionsecoh, bacmet2, ecoli_vf
refreshed (although underlying database not changed as far as I can tell)abricate-getdb
fixesCI Transition
Existing travis CI didn't seem to be alive anymore so transitioned the same CI so just use github actions.
Updated the CI to use the latest perl5 version 5.40 and the latest BLAST+ version 2.16.0
