Remove baseUrl from all bases

This option is being deprecated. It has not been needed since TS 4.1.

Right now, it's set in nuxt, remix, and docusaurus (plus a mention in ember).

But, I don't quite know if removing it will have the desired effect, if the associated paths become relative to the wrong place. But, I assume that won't happen, or the current configs don't actually work, since if it were relative to the tsconfig base configs, they would point to the wrong place anyway.

Generally, I've taken the approach of each file being a direct copy of the upstream tsconfig.json - removing the field from here may mean that they differ. T

his could be something we're ok with (I'm pretty sure fine with it) but we're likely to just get PRs adding it back from folks unless the docs/repos they come from are updated

I don't even think the baseUrl and paths work today... If they did, the paths would be relative to the tsconfig inside of node_modules, no?
