ci(chaos): Http11Probe baseline 143→155 + race-safe report push - #52

The #47 RFC fixes (Host validation, Date, HEAD, CONNECT, empty TE, asterisk-form) raised the Http11Probe score from 143/161 to 155/161 (18 → 6 failures). Bump the gate baseline to 155 so regressions below the new floor fail, and commit the refreshed report. Also make the docs-refresh push race-safe: the long chaos job can finish after main has advanced (e.g. another PR merged mid-run), so the report commit now `git pull --rebase`es onto the latest tip and retries instead of failing the job on a non-fast-forward push (which is what just happened when #51 merged during the run).

The #47 RFC fixes (Host validation, Date header, HEAD no body, CONNECT→405, empty Transfer-Encoding, asterisk-form) raised the Http11Probe score from 143/161 to 155/161 — failures dropped 18 → 6. The remaining 6 are harness-limitation echoes + low-priority items (HTTP/1.2, chunked-echo) tracked in #48/#47.
