Need to add a test. Basic idea will be to take one of the BufferOps tests and verify it fails (currently) without the heuristic information. |

Adds an option to pass that converts to BufferOps that allows specifying only using range analysis. Followup work will be needed to decide how to expose this to use kernels, but this can at least allow for testing development based solely on range analysis.
