Some PA tests were failing to stabilize due to a past enhancement to the stability calculation (#111), which caused the CI test to fail. This ensures that PA CI tests are less likely to need to be rerun. Eventually, we can implement a version of PA that doesn't check for stability (and instead runs normally to allow us to test whatever else is intending to be tested) to avoid this issue.
