I would expect this to happen if fillerChance was very low, as it would result in a lot of subdivisions, but I've got it at 80. Can you check the routines and make sure it's not got a glitch in it? I do see larger filler all over the map, but for some reason industrial keeps resulting in this 1x1 usage when there's clearly room for larger. Only thing I can think is all the fillers have quite low odds in the configs -- but i thought the odds weren't being considered in the failure calculations? only as weight against other things?
