It seams to be more like a bug, as it used to work the expected way.
The bug does happen only when in the xml configuration file of the keyboard the bottom_row="false"

It would be nice if for each keyboard set up, and even for each row of each keyboard, the user could choose the size of each row or each keyboard ; it could be in the xml file, the same way that for a button we can set the width ; if none it would use the space to fit with the "keyboard height" value in the apperance size
Problem This Solves
Some of my keyboard set up have only a row, or have different usages ; e.g. several have only a ligne and should be use only a small bottom part of the screen
Proposed Solution
either an option in the xml file indicates that the heights set there take over of the option in the configuration file, or an option in the configuration file to disable the default keyboard height
