Use the APIs of #5296 to control ACLs in the GUI. #5267 holds most details of the desired UI.

DoD:

In Admin tab...

  • Groups list contains (editable!) ACL permissions dropdown
  • Group replaces "Policies" tab with planned "Repositories" tab

lakectl support already added by #5338.
