restore-refs succeeds with empty result on bare-repo with different default branch than refs

Repro:

1. dump refs on repo with default branch "x"
2. create bare repo with default branch "y"
3. preform restore refs on bare repo using dump
   Expected: failure / modification of default branch of bare repo and successful restore
   Actual: Success message, but bare repo is still empty
