v102: Merge pull request #1316 from transitland/fix-resolved-onestop-id

• v1 feed endpoint was failing in production. The v101 and v102 releases fix the problem by populating operators_in_feeds from either a linked operator model (when available to v1 Datastore) or from the resolved_onestop_id attributes (populated by the v2 import process)
