Move Out Shareable Code Between WasmBoy Debugger, and VaporBoy

Things like the open source ROMs and the Google Drive API Would be great to have in their own little NPM Installable github repo. As copying similar code between the projects is getting annoying 😢

We can call it gb-common, for all the commond code between my JS gb stuff
