This is the Harry Potter and the Prisoner of Azkaban FPS fix/ limiter with custom controller support through (Chip Xinput)

This wrapper includes, Window mode, FPS uncapping custom user capping and toggle between that and original game fps, FOV will go to user defined in INI, MOD menu (optional) and Custom Xinput by Chip to make xinput controllers work where the game has only ever supported keyboard and mouse.
