Evaluative proportional representation (EPR) guarantees that each citizens’ vote will count proportionally in the deliberations of a legislative body. Each citizen knows that a candidate they gave their highest available grade (Excellent, Very Good, Good, Acceptable, or "Reject") is elected. A voter can give the same grade to multiple candidates.
