When a new reviewer is added, make sure the payment coefficients are inherited from the default reviewer for the challenge type & track id, and the respective phaseId.
Eg. a reviewer in screening can have a fixed 15$ payment where a final reviewer will have a base & incremental coefficient.
Previously I missed to handle the coefficients when you're adding or editing new reviewers, so they had 0 set everywhere.
