After Activate the Design Challenge No Specification Submitter Assigned

To Reproduce / Actual Behavior
Steps to reproduce the behavior:

1. Create new Design Challenge
2. Launch the Challenge from WM
3. Online Review Stalled since there's no Specification Submitter assigned

Expected behavior

• Need automatically set Copilot as the Specification Submitter

@ajefts do you know how we are adding Spec reviewer for a challenge created from Direct? or if you have idea about how to fix the Spec Reviewer problem.

What if we remove the spec submission and spec review phases? We're not formally using them and I think removing them for now would simplify things. I'm pretty sure we can remove them from the Direct phase templates without much trouble. @rootelement @vikasrohit Is there anything else we'd need to do on the WM side to remove those phases?

fyi, I made the change in Direct dev to remove those phases to test if it will work and it did.

I believe we have to remove them from the WM template for design challenges. I can do that pretty easily in dev.

thanks @ajefts and @rootelement. @rootelement where are we maintaining those templates for WM? I mean is it in github so that we can push it to prod with our WM release or should we do it manually when we do a prod release?
