We are going to get in sync Topcoder V3 and V5 users. And there would be a listener which would sync users between v3 and v5. As soon as it's done, we have to be ready to remove all the logic for creating V5 users on demand most likely including the next endpoint https://github.com/topcoder-platform/taas-apis/issues/108.
