When user clicks on Draft work item, a screen flashes before the user is taken to the wizard

Logged in:

1. Create new work
2. Complete first two steps
3. Click dashboard
4. Open the draft project

Expected: User is brought back to the proper step, and does not see the select work type wizard

Actual: The user briefly see’s the select work type wizard before landing on the proper page

Not Logged in:

1. Without logging in first, Access dashboard
2. Create new work
3. Complete first two steps, up to login page
4. Login with exiting top coder account

Expected: User is brought back to the proper step, and does not see the select work type wizard

@ThomasKranitsas @marioskranitsas We are observing the below issues now,

For Logged in case: The user brought back to the proper step on clicking the created draft work but the Select work type wizard page is not at all displaying on clicking the Start work button.

For Not logged in case: After logging in, the user is brought back to the Select Work type wizard page now and the entries are also not saved.

those issues exist even before my changes. They are not related to this ticket

For logged in case, it is working as expected.
Not able to test for not logged in case as the entries are not getting saved and after logging in , it is directing to Select Work type page.
