Customer must not receive OR phase change notifications. At present they get the notifications as they are added as observeer to the challenge and by default have the Receive Timeline Change Notifications on

Issue verified. Customer is still receiving the OR phase change notifications.

@ThomasKranitsas The OR phase change notifications mails are not received now. But encountered some new issues in OR,

1. The user is now able to close the review phase without any reviews submitted.
2. The Submissions are now not displaying for the Approval phase hence the user is not able to proceed after this phase.
