Double check if commented code should be removed

In routes.js, there are several places of commented code

For example
https://github.com/topcoder-platform/challenge-api/blob/code-improvements/src/routes.js#L93-L95

Should we keep them, if so, why they are commented now?
If not, we should remove them.
