Subscribed communities are visible on skill picker

As per current agreed and implemented behaviour, skill picker page should not show the communities which are already subscribed by the members. Business reason might be that skill picker is shown for a newly activated user, where it does not makes sense to unsubscribe from a community (program) because he might not have subscribed for any communities (program) yet. Technical reason behind this limitation is that because it does not make sense to unsubscribe a community from skill picker, we should hide the communities which subscribed.
