Linked Issues panel keeps showing closed Issues as open #69

What: The Linked PRs and Issues panel shows each linked Issue's current GitHub state, so closed Issues stop appearing open.
Why: In one thread, five linked Issues that were closed on GitHub still showed the open icon after "synced 2m ago", so the user cannot tell from the panel what is finished.
So what: An agent fixes the Issue state sync; no user action needed.

Evidence (2026-09-29)

• Thread "Human-Readable Issue and PR Summaries" (screenshot from the user at 14:32 local): all ten linked Issues showed the open icon; the footer read "0 open · 4 linked · synced 2m ago".
• Live state at the same time (gh issue view): closed Issues and PRs open with a three-line summary for humans agentsmd#159 (09:17Z), Child threads cannot use the preview browser: open times out, then the host is evicted #161 (10:58Z), Drop planner from the spawn_thread and scheduled-task role options #165 (12:29Z), Delegation tools are always loaded and name the shell CLIs they replace #66 (10:59Z), Human-merged version commits are never tagged, so promotions stall at deferred-base-release marketplace#116 (12:21Z); open agentsmd#162, Spawn and drive threads on other machines through upstream peer links #164, building-agentskills#4, docs: Project Direction for the toolboxmd workspace fork #5, chromeria#68.
• Linked PRs in the same panel do show merged state, so the refresh reaches PRs but not Issues, or Issues keep the state from link time.
• Also seen: agentsmd PR Absorb upstream main (533 commits behind) #166 did not appear until the planner linked it, although its worker's report said it was linked to the thread.

Elon record

• Requirements and who asked: the user (2026-09-29) noticed closed Issues still shown as open in the panel.
• Deleted: a separate refresh button; polling more often.
• Bottleneck: unknown until the sync code is read: Issue state is either never refreshed or refreshed but not rendered.
• Checked myself: compared the screenshot with live gh issue view states for all ten Issues; I have not read the panel's sync code.

Acceptance criteria

• Closing a linked Issue on GitHub shows as closed in the panel after the next sync.
• The footer's open count counts open Issues and PRs correctly.
• A test covers an Issue closed after it was linked.

Non-goals

• Changing how Issues get linked.
