[CI] Add a scheduled workflow to update TextMate grammars for highlighting of TON languages #1579
Description
Such that docs will stay in sync with upstream grammar definitions in ton-blockchain/ton-language-server and tact-lang/tact-sublime.
This task should be done after:
- Syntax highlighting for TON-specific languages in code blocks #1120
- Refine Prism.js highlighting of Tolk code blocks #1559
Implementation should be similar to .github/workflows/instructions.yml. Remember to lowercase the "name" values.
