Hi everyone!

In Coruja Digital I use toml files for several stuff, we really like it! Specifically it is really useful for Netlify and Poetry due both has adopted TOML. I want to contribute to TOML translating its website to Spanish.

This PR is a draft, so I am going to work in the translation in the next days. I just open it to track the work I am doing and, of course, to receive suggestions by TOML contributors. What would be the ideal translation? Translate all the documentation in specs/en or just translate the latest version and index.html?

The first commit is the change of the locale. I hope to have the translation for the next week.

Whichever approach you prefer! Only translating the latest version is likely the best effort-to-reward ratio. :)
