llms: Implement Mistral Platform

We should add Mistral Platform support. They point to a pre-existing Go client at https://github.com/Gage-Technologies/mistral-go but I haven't evaluated it yet.

Thank you! I've gotten the basic structure of this repo grokked, and got a Mistral API key to test things out as I develop. Plan to push something by end of upcoming Sunday 🤞🏻 (3/24).

it is very similar, like openai, I think we can make a flag, like with azure, I'm even going this way with perplexity.ai, I have a key we can also open a branch and commit ideas
