Probably fine, but note that this can make PRs with older base branches fail (for example, if someone branches off of the release branch). |

This PR removes the AVR tools from the docker image used for HCI builds since it is no longer needed thanks to tinygo-org/tinygo#3267
This build https://github.com/tinygo-org/tinygo/runs/9318928297 proves it works.
