The existing self hosted runners are in Equinix Metal. Equinix Metal is being sunset entirely. This moves the HookOS builds to CNCF provided GitHub Action Runners. Signed-off-by: Jacob Weinstock <jakobweinstock@gmail.com>

The existing self-hosted runners are in Equinix Metal. Equinix Metal is being sunset entirely. This moves the HookOS builds to CNCF-provided GitHub Action Runners.
