The kernel-releases.json file changes pretty frequently. This means that a git clone of the repo requires that the user build kernels from scratch. While this might be ok for the main branch, for released tag branches and maybe optionally with a flag on main, build the HookOS artifacts by using all existing images in quay.io/tinkerbell.
