Foswiki login manager via Saml

Code provides a replacement for Foswiki::LoginManager::TemplateLogin to provide authenticating users via Saml.

SamlLoginContrib has been tested and works with:

1. Auth0
2. Azure (Microsoft Azure Office 365 SAML)
3. Google's GSuite SAML apps
4. Jump Identity Provider
5. Keycloak
6. Okta
7. OneLogin
8. Ping Identity
