[Feature] Add the uniform configuration to generate upload template #83

Is your feature request related to a problem? Please describe.
It is complex that add and romove the upload yaml files manually from time to time.
Therefore if can generate the yaml files from a single configuration, the procedure will be more convenient.
Describe the solution you'd like
Set a toml file as the template to config relative parameters.
Describe alternatives you've considered
The yaml or json template is also acceptable.
