Publish new release of jemallocator-sys?

There have been a number of fixes in the last few months that would be good to have in a published release. Specifically for me, having #73 would allow crates that depend on jemallocator to build on my Chimera Linux systems without needing to patch them.

tikv-jemallocator is published as 0.6.0. I'm still waiting #96 to publish jemallocator.
