ubuntu-20.04 doesn't have default tzdata installed #181

When building an image, one of the packages depends on tzdata. The apt-get install process is halted when it arrives at the point where tzdata is configured;

debconf: (TERM is not set, so the dialog frontend is not usable.)

Please select the geographic area in which you live. Subsequent configuration
questions will narrow this down by presenting a list of cities, representing
the time zones in which they are located.

Enter or Ctrl-D doesn't help. Only Ctrl-C leads to something and that is the interruption of the build process. This doesn't happen on 18.04
