Create Svelte component with scroll controls. Wrap .lcars-sidebar-bar, .lcars-elbow, .lcars-sidebar-bar-track, arrow buttons, and scroll container into reusable Svelte components, e.g.: for the full aside. snippet for categories. Respect current keyboard and pointer behavior, delegating scroll logic to props or events. Expectations: Existing logic that injects categories can integrate without major changes. Visual behavior (scroll up/down controls, filler) unchanged. Accessible names and roles maintained or improved. Depends on: 3.3, 4.3, 5.1
